Asset Management – The Town of East Gwillimbury’s 2026 Asset Management (AM) Progress Update was presented, and we’re pleased to share that 84% of Town assets are rated in good or better condition, reflecting strong overall infrastructure health. Assets include vital infrastructure and services like transportation, water and wastewater systems, stormwater assets, facilities, fleet, parks, fire and emergency services, information technology, and library assets. This rating reflects asset performance, reliability, and safety, which are critical to maintaining service quality for the community.
The annual AM Progress Update reports on the Town’s progress in implementing its Asset Management Plan (AMP), assesses the condition and performance of municipal assets, and supports informed decision-making for sustainable service delivery and long-term planning. It also identifies factors that may limit implementation and outlines strategies to address them.
Overall, the update indicates that EG’s AM practices continue to build on a strong foundation, with assets generally in good or better condition and a prudent, phased improvement approach supporting long-term service reliability and responsible growth.

Official Plan Update – The updated Official Plan, including the integration of the Complete Communities Secondary Plan (CCSP), was presented to CWC. This critical planning document will help guide how the Town grows and evolves over the next 25 years, establishing a framework for housing, employment, infrastructure, environmental protection, and complete community development through to 2051.
The updated Plan reflects years of collaboration, research, and engagement with residents, Indigenous communities, landowners, agencies, and government partners. It provides a vision for accommodating projected growth while protecting the natural heritage system, agricultural lands, and the unique character of EG.
The Secondary Plan identifies opportunities for future housing, employment, commercial areas, parks, schools, community facilities, and supporting infrastructure to create well-connected and complete communities.
Council will consider the adoption of the Official Plan at the July 23, 2026 Council Meeting. Once adopted, the Plan will be submitted to the province for review and approval in accordance with the Planning Act.

Zoning By-law Amendment, Draft Plan of Subdivision and Community Design Plan for Green Earth Village – These proposals affect the lands located north of Queensville Sideroad, south of the proposed Bradford By-pass, between 2nd Concession Road and Leslie Street. The application proposes approximately 1,700 residential units, a long-term care facility, commercial space, institutional use (a new hospital), parks and school uses. Following the Statutory Public Meeting a Community Information Meeting was held on June 11 by Town staff to enable interested individuals to gain a better understanding of the proposals, next steps and to ask questions of Town staff, LSRCA and the applicant. CWC recommended approval of the Community Design Plan, Draft Plan of Subdivision and the proposed Zoning By-law Amendment. Approval of the Draft Plan of Subdivision and submission of additional applications such as Site Plan Control applications will be required in the future prior to any development taking place. Economic Development Strategy – The Town has a strong economic development strategy in place and continues to advance initiatives that support business growth, investment, and opportunities for residents. An update to the Economic Development Strategy is underway, with community consultation planned throughout 2026 to help shape the next phase of economic growth. Businesses and residents are invited to share their feedback and perspectives as part of this process to ensure the updated strategy reflects the community’s priorities and vision for the future. Vacant Building Registry Pilot – CWC recommended the approval of a one-year pilot Vacant Building Registry By-law which would begin August 1, 2026. The by-law will be considered at the July 23 Council meeting for final approval. The by-law would require owners of vacant buildings to register annually with the Town, provide contact and insurance information, obtain a permit, and monitor properties every 14 days. The by-law is intended to help the Town to proactively identify vacant buildings to reduce community impacts, help prevent deterioration over time, unauthorized entry, vandalism, fire risk, and waste accumulation. There are exemptions proposed in the by-law including certain seasonal dwellings, and buildings under active construction or demolition permits, etc. For more information view the CWC report.
EG’s First-Ever Competitive Swim Team is Here – EG is welcoming its first competitive swim team - East Gwillimbury Elite! This new team will create a local pathway for swimmers looking to advance beyond instructional programs. The team will help athletes develop their skills, build confidence, and pursue their competitive swimming goals close to home.
Council
2022–2026 Term in Review – Council approved the 2022–2026 Term in Review, highlighting key activities and accomplishments achieved over the past four years. This report is the culmination of the 2022-2026 Strategic Plan, which was developed through community consultation. The report outlines the Town’s progress in advancing Council’s priorities and reflects EG’s commitment to building a safe, sustainable, and thriving community.
As one of Ontario’s fastest-growing municipalities, EG has continued to invest in the programs, services, infrastructure, and partnerships needed to support growth while maintaining a high quality of life for residents. Over the term, the Town focused on enhancing community safety, supporting housing and economic development, modernizing municipal services, strengthening environmental sustainability, and creating new opportunities for residents to connect and participate in community events and programs. Library Board Term in Review – The East Gwillimbury Public Library presented their 2023–2026 Term in Review, highlighting a period of significant growth and community impact. Key achievements include the opening of the Queensville branch, featuring a state-of-the-art Makerspace and Design Studio; the expansion of inclusive programming; enhancements to digital services; and interior updates to library branches. Looking ahead, the Library remains committed to innovation, fostering community partnerships, and delivering responsive services that meet the evolving needs of EG’s growing population. Zoning By-law Amendment for 18899 Leslie Street – Council approved the zoning for this proposal which will facilitate the repurposing of the existing residential dwelling to establish a Child Care Centre on the property.
Public Meetings were held for the following applications:
Zoning By-law Amendment (ZBA.26.04) and Site Plan (SPA.26.04) – The application proposes to change the zoning of lands located at the corner of Manor Hampton Street and Sharon Creek Drive to “Residential Four (R4)” with site-specific standards to permit the development of 35 townhouses. A concurrent site plan control application has also been submitted in support of the proposed development, Learn more on the application webpage.
Zoning By-law Amendment (ZBA.26.03) and Site Plan (SPA.26.01) – The application proposes to rezone properties located at 1-9 Kiteley Crescent to “Residential (R2-3)” Zone to a site-specific “Residential (R4)” Zone to permit the development of 16 three-storey townhouse units. The proposed development includes two blocks of townhouses flanking a central north-south private lane with a single access from Kiteley Crescent. If you’re expecting guests who may need overnight or long weekend parking, here’s what you need to know:
Visitors can apply for an overnight parking permit to park on-street or at select Town parks and facilities.

Notice of Construction: Davis Drive from Highway 48 to York Durham Line
Starting in July, York Region will begin road improvements on Davis Drive between Highway 48 and York Durham Line in EG and Whitchurch-Stouffville. Work is expected to continue until November and includes asphalt resurfacing, driveway culvert repairs/replacements, and guiderail upgrades.
A temporary weekend closure of Davis Drive between Ninth Line and York Durham Line will be required with dates to be announced. Lane restrictions are expected weekdays from 9 a.m. to 7 p.m. and Saturdays from 7 a.m. to 7 p.m.. Access to homes and businesses will be maintained, and property owners affected by culvert work will be contacted directly by the contractor.
