July 21 and July 23 Committee of the Whole Council (CWC) and Council Meetings
Community Energy Plan - CWC received East Gwillimbury (EG)’s draft Community Energy Plan, a long-term roadmap to help reduce greenhouse gas emissions, improve energy efficiency, and support sustainable growth. The Plan could reduce community emissions by up to 70% by 2050 while helping residents save on energy costs and improving community resilience. Endorsing the Plan does not commit the Town to immediate spending. Instead, it is an opportunity to link residents with existing and future programs, supports EG grant applications, and highlights partnerships, while supporting residents with education about energy efficiency and greenhouse gas emissions reduction.
Climate Adaptation Plan - CWC received EG’s Draft Climate Adaptation Plan, which outlines how the Town can support the community to prepare for the impacts of climate change and highlights partnerships and opportunities for related programs. The Plan identifies practical actions to strengthen municipal infrastructure, protect natural assets, improve emergency preparedness, and reduce climate-related risks to residents and businesses. Endorsing the Plan provides a roadmap for future decision-making and helps position the Town to access external funding for climate resilience initiatives.
United Nations Declaration on the Rights of Indigenous Peoples - Council received a report advising Council to adopt the United Nations Declaration on the Rights of Indigenous Peoples (the UN Declaration) as a framework for reconciliation. Council voted to adopt the UN Declaration, positioning EG amongst the first municipalities across Ontario to formally adopt the Declaration. The adoption demonstrates the Town's leadership in reconciliation and commitment to advancing meaningful relationships with Indigenous communities. Further information will be provided to staff and the public in the coming months.
Zoning By-law Amendment for 291 Mount Albert Road - CWC referred this application back to staff to work with the applicant on several follow-up items and report back to Council. Learn more on the application website.
Heritage Designations - Council has issued Notices of Intention to Designate (NOID) a number of heritage properties throughout the town. A NOID signals a municipality’s intent to protect a property of cultural heritage value and initiates a 30-day objection period. Additional details are available on the Agenda. Homeowners have been contacted and are encouraged to contact the Town's Heritage Planner at mchuang@eastgwillimbury.ca to discuss this process.
Park and Facility Updates - Staff provided an update on park and facility projects currently happening in EG, including the opening of the Health and Active Living Plaza (HALP) Park, the completion of pickleball courts at Anchor Park, the playground replacement at Harvest Hills Park and more. Yonge and Green Lane Community Design Plan (CDP) - Council did not approve the CDP, which guides the future development of a complete, mixed-use community to implement the approved Green Lane Secondary Plan Area policies and Green Lane Corridor Land Use Plan.
Watermain Replacement Contract - Council approved the Sharon Watermain Replacement Project. This project will replace aging watermain infrastructure in Sharon on Mount Albert Road, Morton Avenue, Charles Street, Howard Avenue and William Street. The project also includes drainage improvements on Morton Avenue and the construction of a new sidewalk on Mount Albert Road. Construction is anticipated to begin later this year. Notices will be shared with local residents.

- September 9 - The final Council Meeting of the 2022 to 2026 Term of Council will be held at 6 p.m.
Meetings are held in Council Chambers at the Civic Centre located at 19000 Leslie Street. The agenda for this meeting will be available at noon on the Thursday before the meeting at eastgwillimbury.ca/Agendas.

Council Approves Updated Official Plan and Complete Communities Secondary Plan
EG is taking a major step toward its future as Council adopted the Town's updated Official Plan, including the integration of the Complete Communities Secondary Plan (CCSP), establishing a roadmap for growth and community building through 2051. The Plan establishes a comprehensive framework to guide growth, infrastructure, housing, environmental protection, and community development through to 2051.
The updated Official Plan provides a long-term vision for how EG will evolve as a balanced and complete community while protecting the natural and agricultural assets that make EG unique. By 2051, EG is projected to grow to a population of approximately 128,600 residents and support 44,300 jobs. The Plan outlines how this growth will be accommodated through a range of housing options, employment opportunities, public service facilities, commercial uses, transportation networks, and municipal infrastructure.
The Official Plan will now be submitted to the Ministry of Municipal Affairs and Housing for review and approval in accordance with the Planning Act.

Know Before You Park
Another long weekend means more time with family and friends!
If you’re expecting guests who may need overnight or long weekend parking, here’s what to know:
- EG has a 3-hour parking limit on Town roads
- No on-street parking between 2 and 6 a.m.
- Odd/even parking is available on select roads
Visitors can apply for an overnight parking permit to park on-street or at select Town parks and facilities.

E-Scooter and E-bike Safety
York Regional Police are reminding residents about e-scooter and e-bike safety. Southlake Health has reported a 44% increase in e-scooter injuries among youth under 16 in the past year compared to last year. Anyone under the age of 16 is not legally permitted to operate an e-scooter or e-bike.
When using EG’s trails, remember they are shared spaces for walkers, runners, and micromobility users, including cyclists, e-bikes, scooters, and skateboards. Please be safe and courteous by announcing your presence when passing, keeping right except when passing, and yielding to pedestrians.
