2024 Business Plan and Budget

2024 Budget Approved - East Gwillimbury Council approved the 2024 Business Plan and Budget on December 5 with a tax levy increase of approximately $136 per year or $11.33 per month for the average household. Property taxes pay for municipal programs and services including roads, fire, recreation programs, events, parks, and snow clearing. 

Highlights of the 2024 budget include:  

  • Official launch of a second Customer Service desk at the Sports Complex.  

  • Park improvements including Sharon Hills Park tennis court reconstruction and playground replacement at King Street Park. 

  • Trail upgrades including the second phase of the Simcoe Trail project and multi-use path and lighting along Highway 11/Yonge Street in Holland Landing.  

  • Review of the Town’s current events with opportunities for residents to provide feedback about future community events.  

  • Construction projects including over $4 million for bridge rehabilitation on York/Durham Line and $2 million for road works within the Town. 

  • Installation of radar and driver feedback speed board pilot project on King Street in Mount Albert. 

  • Installation of new public computers at both Library branches.

Proposed Water and Wastewater budget The Town is proposing an increase to the variable rate for water usage. This is the first increase that the Town has to the variable rates in the last five years. The increase will help to offset budget pressures from increased costs related to reserve contributionssalaries and cost increases from York Region. (York Region supplies potable water to the Town and provides wastewater treatment, the costs for this water are approximately 2/3 of the Town’s water and wastewater costs. In 2024, the Region has proposed a 5.56% increase for water costs and 1.69% increase for wastewater).

There is an estimated impact of approximately $5.20per month for the average users.  

The Town previously approved a multi-year increase to the fixed rate for high water users. This impact effects approximately 1% of accounts, typically businesses or multiple units on one account. This ensures that high water users are paying for their share of repair and maintenance of the water infrastructure, based on usage.

Council Highlights

Holiday Parking Enforcement Exemption – The Town is implementing a new holiday parking enforcement exemption! During December 24 and January 1, the Town will not ticket vehicles parked for more than three consecutive hours or between the hours of 2 a.m. to 6 a.m. During the busy holiday season, this will allow gatherings without having to apply for the parking consideration form. However, the exemption will not be in effect when there is a forecasted storm or winter event that requires winter maintenance operations. The Town will post when this exemption has been lifted on social media and the Town’s website. Housing Targets – On October 13, 2023, Mayor Virginia Hackson submitted a letter to the Minister of Municipal Affairs and Housing confirming the Town’s commitment to meet the provincially prescribed target of 4,300 new homes in EG by 2031. Municipalities were also asked to submit a council-approved pledge by December 15, 2023 outlining the steps they will take to achieve their housing targets. East Gwillimbury Council has now submitted the pledge and is committed to working with all levels of government to deliver the infrastructure, schools, health and social services, and transit required to support complete communities as we advance our efforts to meet our housing target.

Fire Chief for a Day
Nominate a grade 7 to 10 student who is a leader, performs random acts of kindness, or helps in their community, for their chance to become the EG Fire Chief for the day

Activities for the day include:

  • Opportunity to ride in a fire truck, tour fire stations and enjoy lunch with the ECSS
  • Certificate presented during a Council meeting and student sworn in as Fire Chief for the day by Council

Yard Waste Collection Extended
Yard waste collection has been extended until December 12 for any extra leaves! Place yard waste/fall decor by the curb at 7 a.m. on your collection day. Learn more at www.eastgwillimbury.ca/yardwaste

Winter Parking Reminders
When snow is in the forecast, be sure to keep these winter parking reminders in mind:

  • Do not push snow onto roads
  • Do not park on roads from 2 to 6 a.m.
  • Remember that during a snow storm, parking consideration forms are not valid and vehicles must be off the road or they may be ticketed or towed
  • Do not let your car overhang onto roads or sidewalks when plows are out
  • When clearing driveways ensure snow is placed on lawn and does not block sidewalks

If the Town declares a significant weather event, where you can not park on the roads, it will be posted at www.eastgwillimbury.ca/parking. You can sign up for email notifications on that page, to stay up to date.

Chanukah Celebration and Menorah Lighting
On December 7 at 5 p.m., together with the Chabad of Newmarket, EG will be celebrating Chanukah with a LED menorah lighting outside of the EG Sports Complex, 1914B Mount Albert Road. Enjoy free Chanukah doughnuts, hot drinks, and festive music!
