Development Charges (DCs) are fees charged by the Town for the recovery of growth costs. They are levied against new development, such as the construction of new buildings, expansions, or certain types of alterations.
DCs help cover the cost of construction of new infrastructure supporting growth in the municipality. They assist in funding services and amenities such as parks, trails, community centres, roads, libraries, emergency services, and water and wastewater services.
You may be required to pay DCs for land development or redevelopment projects if you are:
Unless otherwise provided by agreement, development charges are calculated and payable in full, on the date of issuance of a building permit.
The Town of East Gwillimbury also collects DCs on behalf of York Region and the York Region Catholic and Public District School Boards per the Development Charges Act. The rates are subject to indexing per the various by-laws. Each jurisdiction is responsible for setting its rates, indexing, and determining any exemptions. On April 23, 2024, Town Council approved the proposed Town-wide and Area-Specific Background Studies and By-laws, which were prepared following a comprehensive and collaborative study process. Following Royal Assent of Bill 185, Cutting Red Tape to Build More Homes Act, 2024, the Town brought forward an Amendment By-law to comply with the new legislation. On June 25, 2024, the Amendment By-law was passed.
