Consolidated Official Plan Review and Update

Official Plan Modifications (Fall 2011)

Since the adoption of the Town’s new Official Plan by Town Council in June 2010, Town staff have worked closely with York Region to ensure conformity with Regional and Provincial policies and plans and to review and incorporate, where appropriate, comments and submissions from agencies, stakeholders and the public. 

On September 19, 2011, Town Council considered a staff report that provides the basis and planning justification to approve the Town’s Official Plan (2010), as modified, in full or in part by either the Ontario Municipal Board or York Region. The recommendations of this staff report were adopted by the Committee, as amended and were approved by Council at its meeting on October 3, 2011. 

On October 5, 2011, the York Region Planning and Economic Development Committee considered a staff report that provides the basis and planning justification to approve the Town’s Official Plan (2010), as modified, in full or in part by either the Ontario Municipal Board or York Region. The recommendations of this staff report were adopted by the Committee and were approved by York Region Council at its meeting on October 20, 2011. 

The Town’s new Official Plan (2010) has been appealed to the Ontario Municipal Board (OMB). The next steps in the approval process are to await the proceedings of the OMB to commence. In the meantime, please refer to the adopted Official Plan (2010) along with modifications outlined in the staff report provided in the link above.


Council Adopted Official Plan (June 2010)

June 30, 2010 - At a special meeting on Monday, June 28th, East Gwillimbury Council adopted the Town’s Consolidated Official Plan providing a framework for growth to 2031. The plan pulls together the results of more than 10 master plans and background studies, conforms to provincial planning documents, and was subject to an extensive consultation process involving the public and a wide range of community groups and stakeholders. The plan will now be forwarded to York Region for their consideration, and approval is anticipated within several months.

Draft Consolidated Official Plan (May 2010)

May 17, 2010 - The revised Draft Consolidated Official Plan was presented to Council and Council has authorized staff to circulate the revised Draft Official Plan document to agencies, stakeholders and interested parties for review and comment.


Purpose

Council identified the need for the Official Plan Review based on the priorities established through the Town's 2005 Strategic Plan, the need to review the outdated policies associated with several community plans and the inconsistencies between policy documents for the Town's various growth areas. In addition, the Town recently undertook a review of the Town's potential for economic development and job creation within strategic employment corridors in the Town in partnership with the Region of York, which identified strong opportunities for additional employment development to ensure a balance for the Town's residential growth.

The need for an updated Official Plan is also driven by the changing policy landscape for growth and development due to a number of recent provincial initiatives. Additional external drivers for the Official Plan include the following:

  • conformity exercise associated with the Provincial "Greenbelt Plan"
  • conformity exercise mandated by the Provincial Growth Plan "Places to Grow"
  • establishment of the new Provincial Policy Statement
  • new Planning Act powers under Bill 51
  • Region of York Growth Management Work currently being undertaken to address the requirements of the Growth Plan for the Greater Golden Horseshoe
