Pre-Authorized Payment Plan Form

 

2010 Interim Tax Bills

The interim 2010 property tax bills were mailed on January 22, 2010.

Payment is due as follows:
1st installment due: February 26, 2010
2nd installment due: April 30, 2010

We encourage the payment of your tax bill through the pre-authorized tax payment plan or telephone/internet banking. Payment can also be made at any Chartered Bank or in person by cash, cheque or direct debit at the Civic Centre.

There are two pre-authorized payment plans available:

Option #1 – 10 Month Installment Plan
Withdrawal date is the 15th of each month.

Option #2 – Due Date Installment Plan
All unpaid taxes will be charged an interest charge of 1.25% per month.

Town's 2009 Business Plan and Budget:

The 2009 property tax rates for the Town's local municipal purposes reflect a property tax increase of 1.4% for all assessed property.  The increase of 1.4% equates to an annual increase of $17 for the average household.

Highlights from the Town's 2009 Busines Plan and Budget:

  • Consolidate the Town's Official Plan implementing common environmental, economic and social standards
  • Playground re-development in Holland Landing and River Drive Park
  • Nokiida Trail enhancements and pedestrian bridge
  • Leslie Street streetscaping
  • Proposed intersection improvements at Mount Albert Road and Leslie Street adjacent to the Civic Centre
  • To prepare for the future, in 2009, East Gwillimbury will contribute approximately $3 million into its reserves from non tax levy sources

School Boards

The residential education tax rate decreased from .264000% to .252000% to compensate for the increase in the assessment base.

Region of York

York Regional Council approved a $2.4 billion business plan for 2009, including a $1.04 billion Capital Budget and a $1.35 billion Operating Budget.

The Operating Budget will provide improved and increased levels of service in a number of important areas.

The Capital Budget focuses on expanding infrastructure in several areas, including:

  • $398.2 million for Rapid Transit, including to construct the Yonge Street subway extension
  • $63 million for York Region Transit (YRT), including the purchase of 49 YRT conventional buses and 6 YRT Mobility Plus specialized buses
  • $110.9 million for road resurfacing and maintenance

How your 2009 Taxes are Determined

Your 2009 Interim Tax Billing is calculated based on 50% of the 2008 Annualized Taxes. 

Your 2009 Final Tax Billing is calculated based on the assessed current value of your property using January 1, 2008 market values multiplied by the tax rates for 2009.

Supplementary Tax Bill

Supplementary tax bills are issued to property owners whom have either improved their property by adding to the overall value of the lot/building (pool/addition/ deck etc.) or new construction (new home/building).  Once the construction permit is issued, MPAC will increase the assessment on the subject property to reflect what the property would sell for on the open market.  This assessment value increase is then multiplied by the applicable tax rate class and a bill is issued.  The due date for this bill will be approximately 3-4 weeks later.

The supplementary bill can be issued within 3 years of the permit issue date and retro back to the completion date.  It is possible to receive a supplementary bill for 3 years of taxes.  Should you disagree with the amount of the assessment increase, please contact MPAC at 1-866-296-6722 or at www.mpac.ca

The Town will not accept credit card payments for property tax billings.


2009 - 2012 Assessment of Property Values

The Municipal Property Assessment corporation (MPAC) issued every property in Ontario a new 4 year phase in assessment in the fall of 2008 for the 2009-2012 tacation years.  This assessment was based on sales from January 1, 2008.  Should you wish to discuss your property's new value, Please contact MPAC at 1-866-296-6722.

Penalties and Interest

There is a penalty of 1¼% per month on taxes that are unpaid after the instalment due date.  This penalty is charged on the first day of each month following the due date.

Commercial, Industrial, and Multi-Residential Properties

The Region of York has adopted certain property tax “capping” options for properties in the Commercial, Industrial and Multi-residential classes for 2005 and future years, in accordance with the Municipal Act.

Capping Program

The Region of York has adopted the following property tax “capping” options for properties in the Commercial, Industrial and Multi-residential classes for 2008 and future years.

  1. Assessment-related property tax increase be limited to an amount which is the greater of:
            (a)  10% of the previous year’s annualized property taxes, or
            (b)  5% of the previous year’s property taxes at Current Value Assessment (CVA).
  2. Properties, for which tax increases have been capped (protected) but are within $250 of the full CVA taxes, be moved to the CVA tax level within the current taxation year.
  3. Properties, for which tax decreases have been clawed back but are within $250 of their full CVA taxes, be moved to the CVA tax level within the current taxation year.
  4. Eligible properties (new construction/new to class) within the meaning of subsection 331(20) of the Municipal Act, 2001, be taxed at a minimum of:
            (a)  100% of their full CVA tax value for the 2008 taxation year and beyond.

Vacancy Rebate Program

The Town maintains a Vacancy Rebate Program to handle taxation of vacant business properties.  The onus is on the property owner to initiate the application for vacancy rebate and to provide the Town with proof supporting the period of vacancy.  The deadline for submission for the 2008 taxation year is February 28, 2009.
