
Development Engineering
Land Development:
- comments on proposed subdivision plans and site plans as they affect existing infrastructure and public safety
- assists in the preparation of and administers subdivision agreements and reviews engineering plans prepared by developers for infrastructure works (roads, water mains, storm and sanitary sewers, overall grading and drainage plans, and streetlights)
- inspects subdivisions and deficiencies are brought to the attention of the developers before the subdivision is accepted by the Town
Plans of Subdivision
The Department is involved with all phases of land development from inception through design, construction supervision, and finally, until the subdivision is ultimately assumed by the municipality. Assumption occurs when the developer has complied with the terms of their subdivision agreement with the Town. This cycle usually exceeds 5 years. Upon assumption, the town, through the Community Programs & Infrastructure Department, takes on the responsibility of maintaining the infrastructure within the road right-of-way, namely, the roads, watermains, sanitary and storm sewers, sidewalks, streetlights, storm water management facilities outside the road allowances and parks and walkways.
Prior to assumption, the developer is responsible for the maintenance of this infrastructure with the exception of snow clearing. The Town carries out this service at the expense of the developer.
Site Plans
A site plan refers to a parcel of land adjacent to a road that may be developed by the land owners, generally for residential complexes, commercial, industrial or institutional purposes. The Department approves the servicing needs for the functionality of the plan with respect to traffic, water, sewer, storm water management, site grading, etc. The municipality generally does not assume the responsibility of infrastructure within a site plan as it remains under private ownership.
Other
The Department also reviews the servicing and grading requirements for simple severances, building permits and pool installations.
