Pound Keeper and Livestock Valuator

Mission

The Ontario Wildlife Damage Compensation Program (OWDCP), administered by the Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA), provides compensation to eligible applicants whose livestock and/or poultry have been injured or killed as a result of wildlife. This program requires municipalities to appoint a Livestock Valuator to investigate incidents of livestock and/or poultry damage that have been reported to the Clerk of the Municipality. The Livestock Valuator carries out the duties assigned under the Protection of Livestock and Poultry from Dogs Act.

The Pound Keeper carries out the duties assigned under the Pounds Act and assists in its enforcement. The Pound Keeper shall provide impounding services for livestock at-large, general care of the impounded livestock, assist in the release and adoption of the impounded livestock, work with outside agencies, and transporting livestock as required.

Objectives

The Livestock Valuator shall carry out the following duties:

  • Investigate and respond to livestock owners that experience damages (injury or death) to their livestock from wildlife attacks
  • Attend the property and gather evidence (coloured photographs) of the injuries and/or wounds sustained, the location where the carcass was found, and assess the site and livestock
  • Collect data required to satisfy eligibility requirements such as Farm Business Registration Number (FBRN) and Premises
  • Identification (PID) number 
  • Collect evidence (pictures) to support assessment of the likelihood that evidence indicates that damages were caused by an eligible predator
  • Submit a completed OWDCP Application Form to the municipality within seven (7) business days of conducting the investigation 
  • Provide a copy of his/her report to the owner of the Livestock and/or Poultry

The Pound Keeper has shall carry out the following duties:

  • Investigate and respond to complaints regarding livestock care and control as per respective by-laws
  • Record and report details of all complaints 
  • Pick-up and impound livestock as required
  • Caring, cleaning, and feeding of impounded animals and general maintenance and upkeep of own facilities
  • Collect fees as required pursuant to the Pounds Act
